WHAT IS THE VOTER CONTACT FRAMEWORK
The Voter Contact Framework© is an organized system of campaign programs – strategies and tactics – whose mission is to move a block of targeted voters through a series of campaign interactions to convert them to a winning majority (usually 50% +1) on Election Day.
The Voter Contact Framework© has 4 key components that cumulatively build upon each other throughout the campaign.
#1 – Campaign Targeting Strategy
The most important part of the Voter Contact Framework© is the Targeting Strategy developed for your campaign. With limited resources, your campaign will need to target its efforts to voters who are likely to turnout on Election Day.
Based on voter history and past turnout results, the campaign should develop an Election Day turnout model and build a target universe of voters who will be part of the core framework programs.
#2 – Core Programs in the Framework

Voter Identification – Programs that help the campaign determine whether voters support, oppose or are undecided about their candidate.
Voter Persuasion – Programs that target undecided voters but may also be used to persuade soft supporters of your opponent.
Voter Turnout – Programs that focus on getting your voters to either vote early or absentee or to the polls on Election Day.
#3 – Integrated Campaign Technology
